On 17th June 2005, the Overseas Chinese Affairs Office of the State Council held a ceremony to celebrate the establishment of Legal Advisory Panal for Overseas Chinese-invested Enterprise at the People’s Hall at Beijing. The chairman of the National Political Consultative Conference Luo Haocai and high-ranking officials of other relative departments handed appointment letters to Zhang Xuebing and other 20 lawyers from Beijing and Shanghai. Mr. Zhang gave a ceremonial speech on behalf of all the retained lawyers.
